The Ministry of Justice of Ukraine has approved a new procedure for affixing an apostille on official documents intended for use in the territory of other states.
The new procedure determines that apostilles are affixed using the software tools of the Electronic Register of Apostilles. In addition, it regulates the filling of the Electronic Register of Apostilles with samples of signatures of officials, impressions of seals and/or stamps, as well as information about public key certificates.
It is established that apostilles are affixed or refused to affix them within three working days, the course of which begins on the day after the application is registered in the Electronic Register of Apostilles.
According to the new rules, the procedure for affixing an apostille on paper documents involves the use of a special seal. It will be used by officials of the Department of the State Archives of Ukraine, the State Archival Service, as well as notaries to certify an official document together with an apostille sheet.
For each entity that has the right to affix an apostille, the number on the seal will be individual:
- For departments of the State Registration and Archival Service and bodies: this is the identification code of the legal entity (EDRPOU).
- For notaries: this is the number of their certificate of the right to engage in notarial activities.
